Reports in compliance with Cir. No 6. Series of 1866. Hd Qrs. A.C. Va that there has been no change in affairs in his Div. since his last report - has heard a great many complaints from the Freedmen within the past month of their employers taking advantage of them in the div. of crops, on a/c of their not having written contracts, in his travels through his Div. last fall, he instructed the col'd. people to have written contract before commencing work, the farmers try to evade giving them and put the Freedmen off from day to day with promises. In one case a farmer charged the Freedman $150.00 rent for a log house &c. the col'd people must starve or steel under the present state of things.
