I have the honor to report in compliance with Circular No. 6. dated Hd. Qrs. Asst. Com'r. Dist. of Va. Richmond Va. January 29. 1866 as follows:

There has been no change in affairs in this Division since my last report. I have had a great many complaints from the Freedmen within the past month of their employers taking advantage of them in the division of the crops on account of their not having written Contracts; in my travels through my Division last Fall I instructed the colored people to have their Contracts written before commencing work, but it seems that the farmers have tried to evade giving them written Contracts and put the Freedmen off from day to day with promises. I cannot conceive how those who  differ in their bargains are going
