63.} Bureau Refugees Freedmen and Abandoned Land Hd. Qrs 5th Div. 6th Sub Dist, Va Heathsville, November 30th 1868. General: In accordance with Circular no. 6 dates Hd. Qr's Asst. Com'r [[?]] of Va, Richmond Va Jany 29th 1866. I have the honor to report that the present state of public feeling is quiet. I note an absence of intemperate discussion of Class Questions that during the early part of the summer were frequent - Outwardly there is manifested a disposition to "accept the situation" but the next elections will undoubtedly cause a temporary excitement.
