In accordance with Cir 6 Series 1866 Hd Qrs Asst Com State Va., I have the honor to make the following report; viz:  That the white people trouble the Freedmen less on account of politics than ever before, but seldom fail to cheat the Freedmen out of their labor, when they have a chance to do it.  Cases of dismissing of hands without just cause, & demanding fines for lost time are quite frequent.

There would be more of such cases, but for the dislike the Planters have to a Bureau Agt looking into their settlements.  Such cases were more frequent last year, that they have been thus far the present year.  Educational Affairs are on the increase.  Temperance is at a stand still, so far as I can see.  There is no temperance society in the County, and I do not see any Freedmen drunk, although they drink, as they say "moderately".
