can be seen trying to raise disturbances with both white and colored citizens. the Colored people make but very few complaints and yet they all say that should the Bureau be withdrawn before the State is Reconstructed that the justice that is now given them when an Officer or Agent of the Bureau is present would certainly be withdrawn. The crops having resulted but very limited in the larger portion of the Division there will be considerable suffering through the coming winter if outside aid is not received, the majority of the Freedpeople have already or are preparing to enter into Contracts for the coming year.
