General

In compliance with Cir. No 6 Series 1866 from Head Quarters Assistant Commissioner of Virginia, I have the honor to make the following report on the condition of Bureau affairs in this Div. comprising the Counties of Prince Edward and Charlotte. The colored people in this Division are as a general thing doing very well, they work faithfully and honestly and most of them will be able to get through the winter without aid. There are some however who through sickness age and other misfortunes, stand very much in need of help from some source, and if they do not receive it from this Bureau, I am inclined to think that they will go without any, as the County Authorities are not prepared to give them that aid and assistance they stand so much in need of. I had several applications of this kind during the present month all of which I referred to the overseers of the Poor in their respective districts. I have had little or no complaints during the present month, therefore every thing is very quiet in this Division, both politically and otherwise.
