In compliance with Circular no 6 Series 1866 I have the honor to report the state of feeling between the whites & Freedmen to be the same as before reported. The Freedmen are improving in almost every respect They work better than they did formerly and almost all show a disposition to better their condition. In Fauquier county they have considerable trouble on account of the bitterness of the whites but still they will outlive this prejudice and since the late elections some of the leading citizens of that county have by their counsel done away with much trouble The schools of this Division are generally doing well. I visited Middleburg and found no school there as yet but made announcements to procure a good teacher At Leesburg there was only one school the building being erected by the Bureau not having been finished. A good teacher is needed for that school as the former one has taken the school at Lincoln in that county
I find considerable difficulty throughout the Division caused by sectarianism each denomination wish to control school as well as religious affairs, but I think this is a matter
