In compliance with Circular VI, series 1866. from your Head Quarters, I have the honor to report the condition of "Bureau affairs" in the First Division, for the month ending Nov. 30th 1868.

As the winter approaches many of the freedpeople find themselves out of employment and without means necessary to provide for their families.

A large proportion were discharged without pay, and frequent application at this office for aid to obtain the same are made. With the late [[?]][[?]], outdoor employment of all kind seems to have ceased, and no prospect of any considerable amount of labor is looked for before spring. Meanwhile widows with helpless families, and many improvident men, exhibit evidences of rapidly decreasing funds, if not total
