I have the honor to make the following report of Bureau Affairs in the Counties of Montgomery Pulaski, Giles, Roanoke, Craig and Floyd, (3rd, 4th Divisions, 8th Sub District Va.) for the month of November 1868.

The condition of the freedmen has been improving and the prospect for the future is very encouraging. Education claims their special attention, and the work is being prosecuted with all the means at our command. School Houses have been built, one new school organized, with several under way. At the present time there is a concentration of interest by the Freedmen in this direction, and with proper encouragement, co-operation, and mutual effort, the happiest results are anticipated. I now have a class of ten male and female students, of what I consider of more than ordinary mental capacity among their race, who are anxious to prepare for admission into one of the normal or collegiate Institutes.
