I have the honor herewith to forward my report of Bureau affairs in general for the eighth Sub. Dist Va. enclosing who the reports of my subordinates. 
The principal change, in fact the only one since last month is in the no. of schools. Early in September I prepared a circular for the Agents on charge of Divisions earnestly urging them to redouble their efforts in this direction & calling their attention to the fact that not half was accomplished in that line that should be. 
I also went to work myself. The results show this month & are gratifying. In place of the two schools, that were previously established in this Div. namely in Cripple Creek & at these Hd Qrs I have now ten. Capt. Shaeffer reports eight. Mr. McDougall reports in addition to the one he has that four more will be started this month. See reports of their officers for further particulars
