General:
I have the honor (in accordance with Cir. No. 6 Series 1866) to report that the condition of "Bureau Affairs" is highly satisfactory. The bitter prejudice of the whites is being removed day by day, and I feel thankful to say that a good feeling prevails throughout the County. An average crop has been secured, and all who worked will be placed beyond want.
The "State of feeling" is better than at any time since I have been laboring here, owing perhaps, to the result of the recent elections. As a general thing, the colored people are more kindly treated, and their rights more generally recognized.
