I have the honor to make the following monthly report for the month of November 1868, in compliance with Circular No 6 dated Bureau R.F.&A.L. Head Quarters Apt. Comm. Dist. of Virginia, Richmond Va January 29th 1866 of the condition of Bureau Affairs, the state of feeling existing between whites and Freedmen and other facts connected with the welfare of the Freedmen in the 3rd Div. 1st Sub-Dist. of Va consisting of Nansemond and Isle of Wight Counties.
The condition of Bureau Affairs in this Division is good, the Freedmen are as a general rule willing to work
