Bu. R. H & A. Lands.
Head-quarters 2d Div. 4th Sub Dist, Va,
Goochland 6. H.S. Va,
November 30, 1868

General: I have the following report for the month of November in relation to Bureau Affairs and Temperance in this Division.
Very little has transpired during the month that merits notice. About the usual amount of wrong and injustice toward the freedmen has been attempted & by mild and judicious measures has been defeated. This is naturally more of this sort of thing going on at this season of the year than at any other, on account the division of crops and settlement of accounts between the land owners and their tenants.
I hope to be able to adjust all their disputes without litigation. The freedmen generally will have a supply of corn sufficient to carry
