General:
I have the honor to part in compliance with Cir. No. 6. that the state of feeling between whites and blacks and Bureau affairs generally are in much the same condition as when I last reported. The schools are flourishing and the affairs of the year generally come to an encouraging settlement for the freedmen. They have done better this year than the last. If they shall implement (which I fear they may not do) they will sustain themselves and prosper.
