General:
I have the honor to report in compliance with cir. No. 6 Hd Qurs Asst Comr Dist Va S.1866 for the month of November 1868 as follows:

The existing feeling between the Whites and the Blacks remains antagonistic, and in my opinion, as well as nearly every one taking interest in this matter, and living in their midst, the laws of this State must be so modified, and such officers elected magistrates as will give liberty and justice regardless of color. Then again, the bitterness of the Whites against "the radicals and congress" The negroes almost to a man stand up for Congress, and they hate with a severeness all speaking against Congress or radicals
