In compliance with Cir. No 6. Series 1866. I have the honor to report the condition of Bureau affairs in the 4th Division 2d Sub. Dist. Va. Comprising the Counties of Nottoway and Lunenburg as follows.

Nothing has occured during the month to which special attention is called. The Freedmen are generally well employed at small wages or for a share of the crops. The demand for some kinds of Mechanical labor exceed the supply while the supply of farm laborers is rather in excess of the demand.

A few complaints have been made of unjust dealings of the employers in the division of crops or payment for labor but not as many as
