All the warrant trials and examinations of Magistrates coming to my knowledge have been attended and while I discover a disposition to shun and avoid my presence, I have in the cases tried observed no partiality while I was present. It is evident that the presence of some one whose duty it is to report improprieties and hold them responsible for a fair and impartial administration of the law has a wholesome influence upon their acts and decisions.

Almost the entire community are adicted to the use of intoxicating drinks including the Freedmen. A large number use it to great excess, and it is a prolific source of a greater past of the evils so loudly complained of by both Blacks and Whites. Drunken jurors are allowed to set on juries unchallenged. Drunken Lawyers interrupt and hinder the business of the courts unrebuked.
