In compliance with requirements of Circular No 6 Series of 1866 from the office of the Asst Comr at Richmond I have the honor to report as follows

Owing to the closing of the tobacco factories in this city may colored men, women and children are thrown out of employment and will probably remain so for months This is but a repetition of the practice each winter, making these manufactories a detriment to the welfare of the poor people rather than a benefit, because these people are induced to stay in the city during the summer instead of going into the country and when the winter comes on find themselves out of employment with no hope in the country districts.
