having shot Penham, in this county is not yet arrested and if the matter rests with the civil authorities will not be. The military commissioner seems reluctant to enforce justice. - probably however fearing he will not be sustained at Headquarters - and whether Blick is ever punished is problematic. I yesterday verbally again called the attention of Col Dunn to the case and he promises to see to the arrest of Blick. 

P McLaughlin A.S.A.C at Waverly reported a few days since the whipping of Mr. Taylor a school teacher at Bacons Castle Surry County and the burning of his dwelling. He says a magistrate - name not given - refused to take action in the case. This occurred in the latter part of October. Since which Mr. Taylor cannot be found. although it is alleged he left for Norfolk. Why he did not call on Mr. McLaughlin or go to Richmond is not reported. 

There was a mystery and incompleteness about the Report that made it advisable
