Under the requirements of Circular No 6 series of 1866 Hd. Qrs. Asst. Comr. State of Va. I have the honor to report that as the year is drawing to a close a good many settlements are being made between the Freedmen & their employers, and in many instances justice is not done them (the Freedmen), I am almost daily called upon to take note of and record acts of injustices and indignities upon the Freedmen without the power to remedy, remove or prevent. This is an awkward & embarrassing position in which Bureau officials often find themselves placed.
