In compliance with Circular no. 6 Series of 1866 Head Qr. Dist. of Virginia I have the honor to report that the condition of Bureau affairs remains unchanged in this division.

Though the feeling existing between the whites and blacks is not generally very amicable, no outrages have been committed nor disturbances arisen between them since I have been in this County.

Complaints of unfair settlement of crops worked on shares between the whites and freedmen a frequent but I have experienced no Difficulty in settling fairly in each case. I have observed but little intemperance among the freedmen and believe that in this respect they are as a class much superior to the white population.
