I have the honor respectfully to make the following report for the month of November 1868 in compliance with instructions contained in Circular No. 6 Series 1866

The general feeling between the white and colord people is very fair although there is the old prejudice against the colord people of inferiority the whites do not treat the colord people with the same fairness they do one another and the same liberality that they expect to be treated by them the usual number of complaints against the whites of refusals to divide the crops fairly and refusals to pay them their wages when due are reported at this office There are not so many cases of personal violence reported as others months Most cases have been refered to the civil courts take everything together since the recent elections There has been a better state of feelings between both races the freedpeople are losing large amounts of money
