I have the honor in compliance with the circular no 6 series of 1866 Hd Qurs B of RF and AL State of Va to report that the feeling existing between the whites and blacks does not grow any better and if anything it is worse since the Presidential Election as a large part of the whites have quietly settled down into doged determination to treat the colored people as the accursed of God and as being unworthy and beneith the dignity of the whites to treat any different than they would be the meanest of beasts and should any of their number even think differently they should in their opinion be completely ostracised and made to live with mules and negroes In their opinion a mule has as many rights as a negro under the Constitution of the US "as it was" which they say has not been altered
