There is a class of native whites which unfortunately is quite small that is friendly towards the blacks and will remain so and aside from them they will have no more friends among the native white no matter if all of them were to identify themselves with the Republican party. They would still hate the negro with the same bitterness that they now do. The Election has had a very good effect in quieting the most outspoken rebils and cheering up the loyal men white and black as the opinion among them was that of Seymour and Blair was Elected that no loyal white mans life would be safe in Virginia. The colored people in most cases are working well and large numbers are and have made contracts for the ensuing year intending to fulfill them honorably if allowed to do so by their employers. There is not to any extent any drunkenness among the colored people. The Freedmen of my Division are well informed of the provisions of General Orders No 123 C.S Hd. Qrs. 1st Military District.
