Genl, I have the honor to Report that everything pertaining to the affairs of the Bureau is in good condition, the Freedman are all doing well and find constant employment, and with but very few exceptions get their wages as fast as earned
The Freedman generally conduct themselves well and do not often engage in Lawsuits in dificulties of any kind, that bitterness of feeling between the blacks and the white has nearly died out and as a general thing the whites are kindly disposed towards them.  Indeed all the better class of society share a disposition to see justice done the Freedmen in all matters of controversy which arise between the blacks and whites. The great dificulty is in carrying on schools. There are a scarcity of teachers. The native Virginian does not appear to wish to teach colored schools and competent colored teachers cannot be had I have the promise of several teachers from benevolent or Religious societies but none has yet come on, The Freedman are too poor to keep up their
