In compliance with Cir. no. 6. Series of 1866 from [[?]]. 2nd. Asst. Comr. State of Va., I have the honor to report the operations of the Bureau &c., for the month ending November 30 1868. 
The feeling in my Division is much better since the political question has been decided, the whites apparently have accepted the issue and are more disposed to assist the colored people provided they are not much incommoded by so doing; although in some positions of my division a decided opposition is manifested to the education and moral improvement of the colored race. The freedmen are busy gathering in their crops and to a great extent will be able to meet their liabilities; there has been no complaint upon the part of the freedmen of injustice in the matter of wages due them for the past year. No case of injustice to freedmen on the part of the Civil Authorities has come to my knowledge during the past month.
