General

In compliance with Cir. No. 6 series of 1866, I have the honor to report the general condition of Bureau affairs in the 4th Div. 2nd Sub. Dist. Va. comprising the counties of Nottoway and Lunenburg for the month of December 1868

There is no particular change or occurrence to note since last month's report. The freedmen are peaceable, quiet and orderly, anxiously hoping the day will soon come when they will receive justice under the administration of just men. In their dealings with the whites the cases are rare in which their ignorance, necessities or appetites are not made the opportunity to swindle or defraud them
