In compliance with Circular No. 6 Series of 1866 I have the honor to report that the condition of Bureau affairs in my Division remains substantially the same as heretofore.  The feeling existing between the blacks & whites is generally amicable.

I have observed no cases of extreme destitution among the freedmen and extremely rare cases of intemperance.
