General:

Under circular No 6 S. 1866, I have the honor to make the following report for Dec.

Nearly all regret the close of the Bureau. Both White and Black now begin to see what vast good it has done. Here at Yorktown especially, where the war has left its imprint so deeply, people (poor indeed) acknowledge the kindness of the Bureau.

The colored people are sad even though it is the Holiday & our friend is gone they say, and we all must fight our battles alone. Ignorant as we are, and having the whole dislike of the Whites and their intelligence to combat against our future is hard.

While the colored [[?]] [[?]] there is a deep under current "dreadful as the storm," which if once awakened  will cause bad results.
