since 1866 and have had change of Richmond, Westmoreland, Prince George, Dinwiddie, York, James City, & Warwick Counties and wherever I have been I have seen negroes abused most shamefully still very few have retaliated.

With the close of the Bureau I hope not any acts of violence may occur but as there have been several cases  of shooting in my Division and little done by the civil authorities in regard to them, if some more happen there may be possibly retaliation. 

The Freedmen are looking towards agricultural pursuits better than before.  Education is eliciting their attention more and more.  Temperance is as per my former reports, the negro will have his "nip."
