Bureau R.F & A. Lands.
4th Div. 1st Sub. Dist. Va.
Jerusalem Decr. 31st 1868.

Bvt. Brig. Gen'l O. Brown,
& Asst. Comr.

General:

I have the honor (in accordance with Cir. No. 6, Series 1866) to report, that the condition of "Bureau Affairs" is very satisfactory. That bitter prejudice of which I have so frequently complained, has in a great measure passed away, and harmony and quiet have entered. I must not be accused of self praise, (Now that my labors here are ended) in saying, that I do feel that by the help of God I have been instrumental in bringing order out of chaos. And that I have been a faithful laborer in this field, all conditions of people will verify.

The "State of feeling" is pleasant and refreshing in a general sense, and the colored people are kindly treated; and their rights more freely and generally respected. All regret the discontinuance of the "Bureau" particularly, at this time.

Very Respectfully
your obdt. Servt.
M. Moulden
Asst. Sub. Asst. Comr.
