General:

I have the honor to submit the following Report on Bureau Affairs and Temperance for the month of December 1868.

The settlement of accounts between the freedmen and their employers has been the chief business of the month.

Very many accounts still remain unsettled the parties not having disposed of the tobacco crops; and I fear that much wrong and injustice will result to the freedmen.

In compliance with orders I advertised and caused to be sold at public auction the Bureau property in my possession, which netted the sum of 93.89/100 dollars, which amount has been duly forwarded.

The invoice of quartermasters & Bureau Stores recently received has been distributed to the needy
