In compliance with Cir No 6 series 1866 I have the honor to report that state of feeling between the Whites and Freedmen to be about the same as before reported. In the county of Fauquier and the Western and Southern part of Loudon every inducement has been brought to bear upon the colored people to prevent them from taking part in the coming Elections At Warrenton a paper was was circulated among them for their signatures in which they were bound to have nothing to do with "the Bureau" "Yankees" or take part in any Elections unless to vote against the proposed constitution. As these were many mechanics who made their living by employment received from the Whites that rather than lose the patronage signed these papers, while quite a number refused and are left almost destitute. All the school I have visited are increasing in numbers and I find that the grown people take
