In compliance with the provisions of Cir. 6. Series 1866. Hd. Qrs. Asst. Com'r State of Va., I have the honor to report the operations of the Bu. in 1s Div. 10 Ful. Dist. Va., for the month ending December 31s 1868 

The feeling between the races is perceptibly improving every day: the whites, especially the intelligent class having apparently accepted the situation, and seem disposed to cooperate with and countenance the freedpeople in anything pertaining to their welfare. The freedmen have mostly all secured their crops, and will be able to sustain their families comfortably during the Winter. This being the season when their terms of service generally expire, they are preparing to make new contracts, and the demand for their labor is great. Up to this I have heard of no case of injustice on the part of employers to employees during the year
