General

In compliance with Circular No. 6 dated Head Qrs Asst. Com'r State of Va, January 29th 1866, I have the honor to make the following report of the condition of Bureau affairs in First Division 9th Sub District for the month ending December 31st 1868.

No contracts for labor have been entered into at this office for the coming year, and but little disposition is shown either by the white or colored people at this time to do so- Complaints of the violation of contracts by employers have been too frequent to inspire any confidence in them by the colored people, and hence the unwillingness of laborers to contract for longer periods than from month to month-
