I have the honor to submit the following report for the current month of Bureau Affairs in general in my Division of the 8". Sub. Dist. of. V'a consisting of the counties of Washington. Russell. Buchanan. Scott. Lee. and Wise.

There is nothing in the condition of the Freedmen of this portion of the State that demands particular attention. There is great reason to fear that there will considerable suffering & destitution among a certain class during the winter & in some instances I fear there will be a lack of attention on the part of the Overseers of the poor toward the colored people During the present month I have been giving out the limited supply of clothing on hand to the most destitute which developed the fact that there is great destitution in this particular I have been using my best endeavors to
