extend the work of education among the colored people but have met with many difficulties owing to the scarcity of suitible houses & the tardiness on their part to make the necessary repair to make such buildings so they have comfortable After many delays I have succeeded in getting five new shools underway late in the present month I will furnish in a supplemental report in a few days the number of rooms on which rent is to be paid and the names of persons to whom it is to be paid under the new arrangement for extending the work of education

While I have felt myself justified in reporting as a general rule the administration of impartial justice on the part of the Civil Courts of my Division stil there are & have been numerous instances in which private individuals & sometimes Officers of the Courts who have been disposed to take advantage of the ignorance of the Colored people to keep them out of their rights in the Courts I have no doubt but that this will be done much more frequently after the Bureau is withdrawn than formerly

In concluding this report which is to be my last to your Hd. Qrs. of an Official character I beg leave to avail myself of the opportunity to say that
