The enclosed order was issued by Lieut Kaye asst supt of Gloucester co under an order from me to seize crops. or otherwise secure compensation to the colored laborers, from those who had employed them to get in their crops. and then refund to pay them for their labor.
Lt Kaye is now recalled and will be mustered-out of the service immediately. He reports (though his language would seem to imply more) that he did not intend and the people did not generally understand it. as calling for anything but just treatment to the colored people.
This he learns from explaining his object to several of the people and their reply.
Nothing further will be done except in such cases as you refer to in your endorsement.

Encloses copy of series of resolutions passed by a meeting of Citizens. held at Eton Va 31st May 1865. regulating the employment of freedmen in their midst. Desire to know whether any steps have been taken by the planters to repeal these obnoxious resolutions. and whether any change has taken place in the sentiments of the people.

Respectfully returned with the request to be informed where Eton Va is. It is not to be found in any Northern or Southern geography. I have inquired at Department Head Qrs. at the State House. at the Port Office and of the oldest inhabitants. but have only elicited the information that possibly there may be such a place in England. There is no contraband here intelligent enough to give the desired information.
