Doctor Tinsley has been attending the colored people in the vicinity of his residence for the past two or three months and I believe has given entire satisfaction-
If an appointment is to be made for that district I respectfully recommend Dr Tinsley as a gentleman in every way qualified for the position.

States "I have just been called upon by Dr's Power & Tinsley to be appointed Physicians for Yorktown & vicinity & Williamsburg & vicinity. Dr Power has held that position for a considerable time and given good satisfaction.
Now I understand his contract is closed & he wishes to continue. There is special necessity for a good man at Yorktown & I cheerfully recommend him to be appointed. I understand the "Friends" speak well of him.

Requests that the lease of his house to Col Dulaney of the Marine Corps. be cancelled

Respectfully forwarded. The facts in the case are I believe correct. Had I been aware of the fact that Mr Hume desired to lease his place, I should have allowed him to do so. Col Dulaney took possession of the house some time in August. On or about the 10th of Sept he applied for a new lease as the first was but from month to month- as he has been possession. the lease he now holds was made from Sept 1st. though it was signed on or about the 10th. I believe the pardon of Mr Hume was in reality granted before the lease was made.
Without knowing the fact- I have been informed by several parties that Col. Dulaney is abusing the furniture and property. and by doing so will render the Bureau liable to damages.
