States that he owned a woman and six children, and emancipated them, and  purchased the husband & father, who was owned by another man giving his bond as security, the parties are now serving him for payment on the bond, which he is unable to pay, and requests the consideration and assistance of the Bureau of R.F. & A.L.

Respectfully returned to Maj Gen'l Howard with the report that there is abundant evidence to corroborate the statement of Mr Hodges, and that the case has been presented before to the Asst. Commissioner but knowing of no relief for Mr Hodges through any agency of this Bureau the case was forwarded to the benevolent societies of the North. Those societies failed to render any assistance
Mr Hodges is a man of unblemished reputation and his case seems one demanding sympathy and aid, but the Asst Comm'r is unable to see any way in which the Bureau can be of service.

I do not think the Bureau with its present income can afford to pay more than one thousand doll's ($1000) per month for medical officers. If this seem is all expanded for contract Surg from the month it will furnish but ten localities in the state. If local Physicians can be employed, many of them can be hired for one half the seem charged by Northern Physicians. thus enabling the Bureau to cover a much larger field.
