States that he is a tenant of the property of Mr Wm. E. Taylor. leasing from Mr Johnston supt of Freedmen &c - that Mr Johnston has relet the property to another party. after telling him that it was to be restored.

Respectfully referred to Colonel O. Brown asst Commr &c. for thorough investigation and report. It is represented to the Bureau that Capt Johnston is in the habit of leasing property for long terms of lease a few days before the issuing of the order restoring said property to its owner. even when he knows that such orders are to be issued. With the evident design of defeating the object of such orders, namely, of giving possession to owners, as soon as it can be legally done.

Concerning the restoration of wood &c cut on his property while in possession of the Freedmens Bureau. Encloses letter of Robin B Taylor on same subject.

Mr Taylor claims that as he has rec'd the pardon of the President and has taken the necessary oath under it. That all wood now lying cut on his estate should be turned over to him. as it was cut on his estate while in possession of this Bureau. Col Brown will please inform this Bureau as to the policy adopted in Va. in reference to wood cut by agents of the Bureau on property while in its possession when said property is restored to its original owners under pardon from the President. Why were

the Saw Mills continued in operation after an order of restoration was made.

Respectfully returned to Maj Gen'l O.O. Howard Comm'r &c.  The policy of the Bureau has been not to allow wood or lumber to be cut on land after the owner has been pardoned by the President. When wood or lumber has been cut prior to the date of the pardon at the expense of the Gov't such wood and lumber has been claimed by the Bureau.
