32 H.B. Scott Lt Col & Ins Gen'l Richmond Va Oct 24th 1865 Rec'd Oct 31st 1865 States that it is reported here on good authority that some of the Freedmen at City Point who are out of employment have refused offers of work at $8. per month and board, that such a course must find no countenance from the Bureau, but on the contrary should such instances be found to shut them off from rations at once &c. Endorsed Petersburg Oct 26th 1865 Respectfully referred to Mr Clayton asst supt City Point for investigation and report. If the facts are as within reported you will not only carry out the instructions of the Asst Com'r but impress labor when it is needed until these men are taught that freedom is not indolence and that the Gov't is willing to help only those who help themselves. The Asst Supt has received no such application for labor as within reported, nor has any such offer been made to the Freedmen to his knowledge. N.C. for Margaret Ann Bird Destitute colored woman. Endorsed Petersburg Oct 19th 1865 Respectfully returned will this woman be self supporting in No. Car. (Sgd) Stuart Barnes Capt & A.Q.M. &c 33 City Point Va Oct 23rd 1865 Respectfully returned. From the statements made by this woman I would say that she will be self supporting in North Carolina. Merrell Supt 3d District &c with the information that his account current for Sept 1865 shows a balance of $114.55 on hand Oct 1st which should have been forwarded to the Asst Comm'r in compliance with Circular No 17 Hd Qrs Bureau at Washington D.C. Sept 20th 1865. Lieut Merrell will please forward without delay to this office a statement of the amount of funds received and expended during the month of October with what funds, if any, now in his possession.
