States that it is reported here on good authority that some of the Freedmen at City Point who are out of employment have refused offers of work at $8. per month and board, that such a course must find no countenance from the Bureau, but on the contrary should such instances be found to shut them off from rations at once &c.

Respectfully referred to Mr Clayton asst supt City Point for investigation and report. If the facts are as within reported you will not only carry out the instructions of the Asst Com'r but impress labor when it is needed until these men are taught that freedom is not indolence and that the Gov't is willing to help only those who help themselves.

Respectfully returned. The Asst Supt has received no such application for labor as within reported, nor has any such offer been made to the Freedmen to his knowledge. Rations are only issued to aged, infirm or widows, not to those who are able to work.

Sept 20th 1865. Lieut Merrell will please forward without delay to this office a statement of the amount of funds received and expended during the month of October with what funds, if any, now in his possession.
