Medical officer named within. He cannot take the oath. It is not likely that any Physician in the region, who would contract can take the oath. If medical supplies are sent to these localities some person must receipt for them, and see that they are properly, and judiciously distributed, and that only the indigent have the use of them. It will require care to prevent great misappropriation, as the Bureau is not at the present time prepared to send Medical Officers to these numerous stations.  I can see no other way to arrange the matter - properly - except to have the Officers in charge of the interests of the Bureau make moderate requisitions, and receipt for them and be responsible that a judicious distribution is made.

Respectfully forwarded to  to Capt A.S. Flagg A.Q.M. Supt &c with the report that of the within named Freedmen, Charles Hill only draws rations at present. Peter Morgan has been to St Marys Co and made arrangements for the entire party who can, at their old homes, fully support themselves, but his expresses alone were $11. an amount, which in reference to the number of children will show, is greater than the men can possibly pay.  They are pressingly anxious to return, and I respectfully ask a favorable endorsement so as to forward their request.
