Respectfully returned. This property was received from the Treasury Dept on the 1st of July 1865. on or about Aug 19th Capt Dudley applied to me for property belonging to A.T. Cocke and S.B. Emerson, on looking over my papers I found no property under those names was there. I gave a certificate to that effect, upon which the parties took possession. I find however that it is the property which stands on the Books in the name of "Leonard Coxe Estate" and have notified the parties that they must fulfill the conditions in Gen'l order 19. It appears that Leonard Coxe is dec'd and these parties who applied on Aug 19th are his heirs. I have told these parties that I only desired them to obtain an order from Richmond to relieve my papers and would not molest them in the meantime
It now appears they are unwilling to do this, for what reason I know not. But little of the property transferred to us by the Treasury Dept has any description whatever given, and errors are likely to occur from this cause. In the present case I submit that if the parties are loyal, they cannot object to comply with the regulations of this Bureau, and if they do not comply with those regulations I shall unless otherwise ordered, compel them to pay rent.

I do not think she will be interfered with by officers of the Bureau in doing this. Orders have been sent Capt Wilder to turn over the rents as stated in this application.
