Respectfully returned to Col. O. Brown Asst Com'r. I was under the impression that the Military Telegraph between Richmond and Washington was owned by the Gov't. After asking three times, we were unable to get the transfers until a month after the stationery was received and forwarded to the Supts. Being anxious to make up my October Returns I used the Military Telegraph, thinking that I would receive the information required, sooner than by mail.
