Having received a special pardon from the President of the U.S. applies for the restoration of his property situated in Elizabeth City Co. Va. Endorsed Fort Monroe Nov 13th 1865 To Col. O. Respectfully referred with the remark that the within described property contains 800 houses and over 4000 people largely women and children, besides a large Hospital full of patients, a dwelling house and other buildings belonging to the Gov't on it.
