Respectfully referred with the remark that the within described property contains 800 houses and over 4000 people largely women and children, besides a large Hospital full of patients, a dwelling house and other buildings belonging to the Gov't on it. 
It is the same you went with me over to Hampton to locate some two years ago.

States that during the Hunter raid in that vicinity in 1864. the troops took with them Lucy & Salinda Kelly aged 8 & 11 years. They are now living with Mr Binglers at Grafton West Va. Wm Kelly, their father, makes application for them to be returned to him. He is amply able to support them &c &c.
