Stating that he has "this moment received information that a Justice of the Peace, Sheriff or Depy Sheriff of Green County arrested a col'd man for stealing, tried him in a court with closed doors & sentenced him to receive 25 lashes - Took him to the county Jail and administered the whipping. There seems to be no doubt about the facts. Please inform me immediately what should be done in this case. This county is notorious for its oppressive acts, and vindictiveness towards the col'd men & I would like to give them a good wholesome example.
Please give me instructions immediately," &c &c.

Respectfully forwarded to Maj. Gen'l Terry Comdg Dept of Va. asking for such action as will prevent the civil authorities from interfering with cases that are clearly within the jurisdiction of this Bureau, and for the punishment of these offenders.

Respectfully forwarded. So little expense and evil seems to be entailed by the mistake of sending on dependent person accompanied by one more dependent, on such a mission, that could be better accomplished by letter, but humanity seems to dictate that the mother should be returned to her children. I therefore recommend that return transportation be furnished, and that the office at Fredericksburg be notified not to issue transportation is such cases.

States that he has sixteen negroes with him at this time consisting of woman & children with one old man, states that he has been buying bread & meat for them since June 1st, and it is impossible for him to support them much longer, that he cannot prevail with them to go away, that the crop of the present year is hardly sufficient for their support, without receiving a part for his own family, asks if wages are to paid them, and how much. In case they persist in refusing to leave, in what way are they to be legally ejected from the premises, &c.

Requests information how to proceed in the case of a colored Lady who has been very ill and has become deranged so much so that at times had to be placed in Irons. She has tried several times to burn the house &c. 
States that she has a husband living at Alexandria working on the R.R. Thinks he ought to take care of his wife. 
Asks if there is an Asylum or Hospital where such persons can receive medical treatment. 
States that men cannot be found who will act
