Respectfully returned to Col. O. Brown Asst Com'r &c with the remark that the property asked for within, and the Downey Place has been, for along time, and still is used as a kind of home for the colored people, and where our tenants, and farming operations have been concentrated gathered and stored. A large barn, 100 ft. long, 28 corn cribs, 11 double houses, one good school house, and church, a large commissary and cooking building have been built thereon, besides more that $1000. worth of fencing and several hundred loads of manure from Gov't stables put upon land besides a large amount of labor expended in ditching &c. It is estimated that all this expenditure of labor, if paid for in money, would have cost over $3000. He tried to hire the place for the year 1866 to help us out, but no; it was put up at auction, and run up out of our reach. this was a bogus trick, and fell through. It is not worth much for the first year without the buildings and fences, and I proposed to Mr. Taylor to relinquish to them the rent $248. for this year, and the same for the next, and at the end of 1866, we would turn over to them all buildings and fences for the use of the farm for the year 1868. I think this is a fair and liberal offer, and believe the arrangement can be made if you approve of, and encourage it, or anything else you may please to direct.
