States, "William Thornton col'd - who rented Oakland, is desirous to pay his rents, but was ordered by Capt Wilder to pay it to him.
Thornton knowing that the possession of Oakland had once been given me by Capt Wilder's action, refused to obey the captain's order, and requested me to get an order from you, to pay over the rents to me. If it meets your approval Col to send an order to that effect, direct it to Norfolk, care of Rice & Brothers,"

Stanton Sec of War, in relation to his ship yard at Norfolk Va. an order restoring which had been issued, but that the property is still possessed by a Mr Smith, who leased it from the Freedmens Bureau, for one month, but claims that it was a clerical mistake that the property was leased for one year.
