Respectfully returned to Lieut Merrell for the information of Col O. Brown. that in one or two instances prisoners (female) have been forwarded for trial in hancuffs but is not often done & will not be in future. In cases of the male (col'd) prisoners, it becomes necessary for the surety of their delivery - as a policeman cannot be furnished to each prisoner, and it is no exception in the case of col'd or white. for it is only done when necessity demands it in either case.
